will twin cam V&H short shot pipes from a 06  fit the 127 ultima?

Ultima motors don't have a O - ring groove around the alternator
and Primary sealing .How do you plan to keep oil from leaking if you don't run a open primary?

sure they do,unless they changed something within the the last year or so,ive built & sold tons of 127"`s (run one in my personal bike too),they`ve all had the lip just like a stock EVO

Mine has an oring, I run a wet primary without any leaks using ATF, you just have to make sure to put in a new main seal as it's set up for a dry primary or open belt

My friend has Ultima 120 in his FXR and I am slowly building a Ultima Fatso for my son and neither motor case has a O - ring groove. The lip is too shallow to machine a groove.  It is shallower than the groove in a Shovelhead motor.

Just put the o-ring around the boss, install the inner primary, and it will be fine.
