First of all Thanks everyone for the information, Although I found a lot of info a few things still confused me, so I thought I would write a short explanation of what I did and the results I had. I have a 2012 CVO Ultra Classic

http://www.ebay.com/itm/380622231527?_trksid=p2059210.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIThttp://www.ebay.com/itm/4-point-docking-kit-Tour-pak-luggage-rack-Harley-Davidson-touring-09-13-WISDOM-/221228396414?pt=Motorcycles_Parts_Accessories&vxp=mtr&hash=item33823d6f7eRemoving the tour pack was fairly straight forward all wires simply unplugged and slid out an access hole, and tucked under the seat, the speakers have a quick disconnect on each just pull the wires out of the speaker housing a little to find the plug. 4 bolts hold the tour pack to the rack, remove and set aside tour pack.
Remove the Amp mounted under the tour pack and just set it over the battery for now.
Remove the chrome rail covering the bolts that mount the rack to the bike.
Remove rack,
Install the mounting points using the same bolt locations
Install the new rack to underside of the tour pack.
The kit I bought on EBAY for $250 from Wisdom Motorcycles fit perfectly, it did not come with instructions but was pretty intuitive. (the kit says it does not fit the CVO this is untrue)
On the old rack the license plate is mounted, remove that and remove the directional bar, there is a reflector mounted to two screws under the bar, remove the reflector and install a 2012 Streetglide (non CVO) license plate bracket, $10 bucks at Harley.
So All in $260, The only open issue's you will have is the brake light has a clear section to light the license plate above the brake light, your plate is now below the directional bar, I bought the smoked LED brake light from Harley $159 without the plate light, and a Custom Dynamics lighted plate frame ( I will update pictures this weekend after I install.
You will also not have an FM. AM, WB, CB antenna anymore, this is not a huge concern for me I most often listen to XM or IPAD, but I bought online a hidden antenna for under the fairing (also installing this weekend will update pics) for $20
I also read in one post that removing the Amp, the speakers would still work just without the power of the Amp, This is not true in at least my case, without the Amp there was no audio.
I put the Amp in the saddlebag and using my Dremel put a shallow grove in the side of the bag in order to not pinch the wires.
I also bought a backrest from harley which is optional if you want.
