Along that headlite wiring,  the yellow wire turns into a (splice) of two yellow wires.  If you cut the (correct) one of the two yellow wires,  you can now put a male spade connector on it and plug it into the orange/white wire that is laying along side that bundle with a red plastic cap on the end.

The red plastic cap covers a "hot" lead that is NOT used on USA bikes but is there for international (Canadian) bikes for some other purpose.

Plug the new spaded yellow wire into the open female that was under the (red cap),  and you now have a hot lead to your passing lamps regardless of hi/lo beam setting.  Of course,  pushing the passing lamp switch to "off",  will do just that.
