I went with the links I have above as I needed horozontal in my state as well as mounting to the rear, LAW: (MCL Chap 90 Sec 6 states that it must be unobscured and illuminated and it can not be bent or vertical, 540 CMR 4.06 which deal with inspections states in Sec 2 that the number plate must be securely horizontally mounted on the rear of the motorcycle clean and clearly visible.

This bracket I purchased is listed as a footpeg side plate bracket & the chrome license plate frame has the white led light for plate only illumination, I painted the bracket satin black. What I did though was mount it to my belt guard top back bolt using the same bolt, you can order the bracket without the mounting hole and drill it yourself to make it line up perfectly then I just ran a wire behind the swing arm up under the seat and connected there for the plate light, I used chrome zip ties so you dont see them.
You could also ad a small plug by the bracket in case you wanted to remove it to put on your oem bracket and get your sticker should your state be anal, go home and change it back to your side.

I used the side mount for the rocker on the 09 Springer.
