Can anyone for sure tell me what comes standard on a new 07 or 08 CVO softail springer except for manuals and 2 keys and fobs.I am specifically curious about the tuner.

There were none and are none today with the new CVO's. Back in that time frame it seemed like a lot of guys were using the HD SERT.

Search here for tuners and you'll find probably 3 or 4 major brands of tuners being used.

I put the PC III on my '08 SERK and have the TY'S Master Tune purchased from Dullsac Performamce in Phoenix.

The 07 Springer in Europe at least were supplied with severely restricted power from the motor.

You have to purchase an after market tuning device, SERT, TTS, Power Commander or similar. Purchase less restricted exhaust and air filter.

What came with the bike was head gasket failures that required product improvement, 2keys plus a GOLD Key, CVO dust cover and the normal manuals

I purchased mine new in 07 and received a manual, 2 key's & fob's, gold key, CVO embroidered cover & bag and a very nice lazer engraved glass desk plaque with a picture of my bike in front of the American flag and a silhouette of a bald eagle with a congratulations from the dealer. It also has the name of the bike and that it was custom made for me and the VIN. I did not receive the SERT I had to buy that.
