From what little could learned just reading through a few weblinks I'd guess (generally) no.  Seems to be just a scanner.  More specifically when it's described as "many 2000 and newer Harley" bikes it'll be speaking to the early Delphi softails and not the M&M bikes.  Softails went Delphi before the touring models did so there's an overlap that can confuse.

Ok,   couple of other questions.  Is there any other way to set idle besides using the scanalyzer,  and 2.  Where are the ecm fuses in the 2001 rg?

You don't have to use a Scanalyzer.  Do a google search or use the search here for something like "Marelli idle setting" and you'll find it.  I know I've described it here a few times before.  The fuses you'll need to pull to make it remember your changes are under the right side cover adjacent to the ECM. They are NOT on the left side in the main fuse panel.

awesome,  thanks brother.   I don't know where my manual is because we moved.  I will go out again after I drop the family off for the morning and check it out.
