Has harley revised the breathers under the valve covers? I'm starting to get a little extra oil from air cleaner on my 2009 ultra with 40k miles.

They did make a change between 2009 and 2016 - see the attachment for a visualization of the change.

Since the 09 model year yes. The latest versions are stamped steel and work better than the cast versions

If someone was having an issue or was into the rocker cover area maybe doing a Rocker Locker install, can the new style be used in place of the '09 style?

 Yes they can,... I've put the newer style in my 07. As Jerry pointed out in the diagrams

Just make sure you look at the pics well when installing the new ones.  They can go in with part of them upside down.  You do that and they don't work for crap....  ???
