The fine print on the bottom of the pipe, I checked with my dealer today.
they told me that they will know more by Thurday if this will be a problem
or not.

New York City Council unfairly targets motorcycle sound

PICKERINGTON, Ohio -- The New York City Council is about to give final approval to a bill that the American Motorcyclist Association (AMA) says discriminates against motorcyclists and imposes severe, out-of-line penalties.
The AMA also complained that the measure languished in the Council for two years and then, in a surprise move, was revived just a week before the scheduled final vote, allowing little opportunity for public comment.

"This is outrageous. This is no way to operate in a democracy," said Imre Szauter, AMA government affairs manager. "The Committee on Public Safety considered the bill on Dec. 14, 2006, and then suddenly approves it and sends it to the full Council on Dec. 10, 2008?"

The measure, up for full City Council approval on Thursday, Dec. 18, would make it illegal for any motorcycle to be on city streets unless it has an exhaust system with a stamp that states it is approved by the federal Environmental Protection Agency. Essentially that means the bike must have a stock exhaust system.

Motorcyclists caught without an EPA-stamped exhaust system would face fines of up to $1,000 for a first offense and temporary forfeiture of the motorcycle until the fine is paid. A second offense would result in a fine of up to $2,500 and permanent forfeiture of the motorcycle.

City officials apparently believe that requiring motorcyclists to have EPA-approved exhaust systems is easier to enforce than trying to prove a motorcycle exceeds the city's vaguely defined 80-decibel sound limit.

Szauter stressed that the AMA has long opposed excessive motorcycle noise and has funded information and public relations campaigns in support of quiet motorcycle use.

"The issue is that the New York City Council is unfairly singling out motorcyclists because motorcycles are the only vehicles covered under the bill," he said. "If New York City officials believe they have a sound problem, then the problem should be handled through the existing noise ordinance and not through piecemeal legislation targeting specific modes of transportation."

Szauter added that requiring motorcycles--and no other motor vehicles--to have a stock exhaust system is particularly discriminatory. When the muffler wears out or breaks on a car, the car owner can go to a local muffler shop and get an aftermarket system that costs much less than an original equipment system. The proposed New York City law wouldn't allow a motorcyclist to do that, forcing the motorcyclist to potentially spend hundreds of dollars more for an original equipment system, assuming that system is still available.

"If a motorcyclist can't find a stock system, then the rider faces stiff fines and forfeiture of the machine, Szauter said. "These penalties are too severe and out of line when compared with other city laws."

Szauter urged all New York City motorcyclists to contact their City Council members immediately and ask that they reject this discriminatory measure.

But did anyone pay attention to the 80db number.  A stock HD with EPA tags wont pass a 80db test.  Myrtle Beach tried this crap and there own Police bikes couldn't pass the law so they jacked it from 87db to 88db.   And they just pass!  So just about every motorcycle out there with stock pipes will get pulled!

I will be calling tomorrow for sure. HTH did this come about so quickly without any fanfare. This city's reverted to a dictatorship under Bloomberg. We the people, voted for term limits a few years back. Nobody can be Mayor for more thatn 2 terms (8 years). Well this arrogant bastard pushed a measure thru the City Council to withdraw that law. With no voice from the people whatsoever, he got his chronies to go along with him, and had it reversed so he can run for a third term now! What kinda crap is that! We voted for it, but had no say when he wanted it changed? This also has the stink of Bloomberg all over! And boy this one stinks but good!!! >:(

I just read over the Measure. This all seems to be about banning STRAIGHT Pipes, not necessarily different muffler systems.

"A Local Law to amend the administrative code of the city of New York, in relation to prohibiting the stopping, standing, or parking of motorcycles equipped with straight pipes on the streets of the city of New York.

Be it enacted by the Council as follows:

Section 1.  Subchapter six of chapter two of title 24 of the administrative code of the city of New York is amended by adding a new section 24-236.1 to read as follows:

§24-236.1  Prohibition on the stopping, standing, or parking of motorcycles equipped with  straight pipes.  a.
Definitions.  For the purposes of this section:

6.  “ Straight pipe” shall mean a motorcycle exhaust device that does not contain internal baffles or that is intentionally designed to allow for the internal baffling to be fully or partially removed.  For exhaust pipes manufactured after December 31, 1982, “straight pipe” shall also mean exhaust pipes on a motorcycle that are not equipped with an exhaust muffler bearing the federal EPA required labeling applicable to the motorcycle’s model year, as set out in 40 Code of Federal Regulations (CFR) § 205.169, and shall also mean exhaust pipes on a motorcycle that is equipped with an exhaust muffler bearing such federal EPA required labeling designating such muffler as designed for use on closed course competition motorcycles only."

This is still total BS, but They've tried this crap before. They are after Drag Pipes. The Definition includes anything without the EPA label, but they are targeting Drag Pipes, which for some stupid reason people still use a lot here! They rob Evo's and TC's of power, so there's no reason for em. But we've lots of idiots here that just wanna make noise. I'm hoping they enforce this like they've done in the past here, and only GAS about Drag Pipes. I'd put a Quiet FC on if I had to, but that's no better than my BB FC right now. No EPA Label! :nixweiss:
