For exhaust pipes manufactured after December 31, 1982, “straight pipe” shall also mean exhaust pipes on a motorcycle that are not equipped with an exhaust muffler bearing .....

I better go check my muffler bearing.

6.  “ Straight pipe” shall mean a motorcycle exhaust device that does not contain internal baffles or that is intentionally designed to allow for the internal baffling to be fully or partially removed. 

Maybe I'm in the minority but my V&H pipes have removeable baffles.  I used that capability to install baffles that were QUIETER than stock.  But because they are "removeable" I guess I'd be in violation.

I mean, the whole exhaust system is "intentionally designed to be fully or partially removed".

New York City Council Pulls Motorcycle Noise Bill.

Late last week the New York City Council Committee on Public Safety held a
hearing on Introduction No. 416 A titled; "A Local Law to amend the
administrative code of the city of New York, in relation to prohibiting
the parking of motorcycles equipped with straight pipes on the streets of
the city of New York."

This bill gives law enforcement the ability to issue fines of $1000 and
temporary impoundment for the first infraction and a fine of $2500 and
permanent forfeiture of motorcycles with out EPA approved or stock exhaust
pipes. The committee, Chaired by council member Peter Vallone a democrat
from Queens, did vote in favor of the bill which sent it on to be
considered by the full council on week later.

The Motorcycle Riders Foundation is pleased to report that for now the
bill has been pulled from the schedule for December 18th, when it was to
be voted upon by the full council.


The MRF thanks Speaker Christine Quinn for realizing that this issue
requires much more than one week worth of consideration.

"This legislation raises far more problems than it solves" said Jeff
Hennie vice president of government relations for the Motorcycle Riders
Foundation. "What about older bikes that predate the 1979 clean air act or
motorcycles from neighboring states, just to name a few?" he added.

The Council will be entering the 4th and last year of the current 4 year
session. So this bill is still live and could be considered at any point
during the 2009 calendar year.

The issue of motorcycle sound can be controversial and is certainly one of
the most complicated of all issues related to motorcycles.

The MRF will keep you updated on this bill.

And for the record, I've contacted the City Council Speaker shown in Dirkenstein's post to formally "OPPOSE" this measure. They get your residency info, and record whether you APPROVE or OPPOSE this measure. Everyone living within NYC should be contacting them to OPPOSE this stupidity!!! ;)

Just for the sake of discussion, I have to point out that of all the people that live in NYC, motorcyclists are a small minority.  Folks up there live in close quarters so it's hard to make noise and not have your neighbors hear it.  I'm betting that if this motion was ever put to a citywide vote, it would pass easily and by a landslide.

As I sit down here among a mojority of northeastern retirees and their penchant for strict rules that I alluded to in the "Myrtle Beach" thread, I can easily see a connection between the thinking that produced this motion up there and the same culture that runs local politics down here.  Same folks here, just older.  I promise you, a lot of the people down here would approve that NYC proposal.  They would absolutely love to make a phone call and then see their neighbor's motorcycles confiscated and hefty fines levied.

But the bottom line is that this stuff is going to happen more and more unless we police ourselves and become more courteous of others.  Noise for the sake of noise should be history.  I think we all know the difference between noise as a result of function and performance and being loud just for the heck of it.  And I think we all recognize that there are places where noise gets more notice than others.  Crowded neighborhoods versus countryside roads.

Just my $.02 worth.

Let's see. Garbage trucks at all hours, elevated trains, jackhammers, tractor trailers with engine brakes, lawnmowers, screaming drug addicts, gunshots, night clubs..... You get the idea! When the whole city is regulated to 80db then they might have a valid arguement! Until then, and since you've pointed out what a small minority motorcyclists are, they should leave us the F alone and worry about more important problems here! ;)

And down here it's gas powered leaf blowers, lawnmowers and hedge trimmers 5-6 days per week constantly trying to beat back the jungle.  But the majority of people have no problem with that, as it's them who are doing it or hiring others to do it....to their own property.  Most of those same people don't ride motorcycles.  They're going to go after stuff that isn't in their world.

Understand, I agree with you Howie.  I could find far greater targets if I went looking to eliminate noise.  I'm just saying that we present an easy target due to our lesser numbers.  And at least a bit of leftover "all motorcyclists are outlaw bada$$ gang members".  There really are a lot of people that still make that connection.
