New twist on the upgrade program

My neighbor has an '07 Road Glide with a dealer-built 110.  They pulled up his bike on the computer and it says gaskets only, no ACRs, no center bolt.  Anyone else have a non-factory engine that's getting hosed even worse than the rest of us?
