hk radio and cb

Does the hk radio need to be flashed by the dealer for the cb to work like it does for the intercom?

No.  The CAN + and - wires between the CB and HK head unit "tell" the HK that the CB module is there.

SB20, if you look at the wiring diagrams for the 2011 CVO EGU and RGU in this thread, you'll see the wire runs between the CB module connector and the 35 wire connector:
