Advice on Legend Air

Have a 2011 FLHSE2 and we need to get a set of Legend so the wife can move the bike better while parking.

Question is, 108's or the 708's. Looking at the spec's tells me they both drop the back end to the same height, they just start out 1 inch different.

I believe the 700 series is for the lowered Street Glides '08's and above.  The 100 Series is for the standard height Ultras 08's and above.

Yep, got that but what difference does it make when they both lower to the same level?

108 is 13" long and 10" compressed with 3" of travel.
708 is 12" long and 10" compressed with 2" of travel.

Without hesitation I'd go with the 108's to gain the greater travel. As you stated the lowered height is the same. Even at 3" of travel that is not a lot (it is stock).

I have goofed with several sets of shocks with different heights, travel distances and manufactures. Take as much travel as you can especially if the lowered height is the same. Our bikes bottom out at right around 9 1/4" at which point the swing arm makes full contact with the frame (still room before the tire hits the fender).
