Noisy Fuel Pump

weather is starting to get nice in Canada and starting to the bike out.  The fuel pump is noisy with a higher pitch sound than normal and stays noisy for some time, as compared to normal operation where you hear it prime up and turn off.  If I turn the ignition switch on and off it seems to go back to normal.  Any ideas here?  Is this signs of a failing fuel pump?  Bike is a 2008 FLHRSE4 with low mileage (15K).

How was your fuel level in the tank during before the starting ? Empty or full ?

full tank.  It was full over the winter.  I have not ridden it yet other than around the corner so tank is still full
