Haven't heard a "howling" noise, but the scraping sound from the front brake (without the lever compressed) is pretty typical of the floating brake system.  Thinking back, my old '93 Dyna with non-floating brakes did it too.  I doubt very much that it will go away with time.  My SERK has 13K miles on the clock and still does it.  Open up the exhaust and all will be fine. P.S.   Just consider it a Harley Davidson option..... that the noise is an indicator that the front rotor hasn't fallen off!!!!!!!!!!!!! [smiley=bigok.gif]

Check for a warped brake rotor. Had one on the rear of my '03 SERK and it made a heck of a racket. Both my last Road King ('98) and my current "03, front brake noise is common even when not on the brake. [smiley=nixweiss.gif]
