Title: Charging system question

My Fxdwg2 is not charging the battery.  Electronics is not my thing...can I tell if it is the regulator or the stator easily?  Then again would I need to replace both anyway?  I have heard more than once that you need to replace both as the suggestion seems to be that one goes bad and compromises the other.  Also, can I get away with not replacing the rotor?  This bike is really low mileage and I have had it apart for some time detailing it.  Just short trips around town and now I know why I was having trouble with the battery.  Found oil inside the connection where the stator wires connect to the regulator wires.  How does someone get that much oil in there from a sloppy filter and oil change?  I'm assuming that it shorted out.  Cleaned it well and tried it again but no extra voltage produced with engine running.  Ground on the regulator is good.
