'07 EPA MPG Estimates

Has anyone other than me noticed the new EPA posted fuel mileage estimates for the 2007 HD line vs. the 2006 figures?  The 2006 88" was rated at 39/46. The 2007 96" is rated at 32.5/45!!!
More odd, the 2006 CVO 103" is rated at 34/46 whie the 2007 CVO 110" is rated at 37.7/53.5!!!
What gives? Is the 96" just a fuel hog? From my present two harleys (road king classic and fatboy I get pretty close to the posted MPG. Any comments?
