bouncing gas guage

anyone have any ideas why the gas gauge on an 04 Electra glide would bounce all over the place? will bounce with ignition on and engine stopped also.

Ballast resistor inside gauge has failed. New gauge time.

While it could be an internal problem with the gauge itself, it can also be a problem with the sending unit in the tank or the wiring.  You'll need to do some basic diagnostics to determine which is causing the problem.  With the outer fairing removed so you can access the gauge, connect a jumper wire from the yellow/white wire on the back of the gauge directly to ground and turn on the ignition.  The gauge should read full.  If the gauge reads full and doesn't bounce around as you indicated in your post, you will have to look beyond the gauge itself for the cause of the problem.  It could be as simple as a loose or corroded electrical connection between the gauge and the sending unit, or it could be a defective variable resister in the sending unit or a bad ground.
