Title: Dead short 15A fuse

I was doing a all lights check today and noticed the plate number light was out (no worries) I pulled the little flat ended push in bulb and put in a new one, thinking that's fixed "wrong" still didn't work.
Next step check the fuses, I found the 15A fuse for the radio was fried (rear plate light on the radio circuit? Ok) as I'm replacing the fuse it arced and blew straight away ignition was off.
Then I unplugged the harness to the rear but it still blew the fuse. Ok there's a fault at the radio. Once the bat wing was removed I pulled one of the two plug connections.
Disconnected the left plug on the radio I put in a fuse and it DIDN'T blow BUT the plate light came ON ? Ignition off.

I'm somewhat stumped on this one. There's obviously direct power to the fuse that should only be from the ignition when turnd on.
Could the short possibility be in the ignition switch?

Would any of you more experienced and knowledgeable  on the electrics have any suggestions.  I've no wiring diagram on the area in question.

Or I was given access to a factory site years ago and with your Vin number I can look , find and try to post a diagram for you.

I've disconnected the ignition, plate light still on i reconnected the ignition turned it on fuse doesn't blow light stays on. I'm getting constant power to the radio fuse on the power supply side of the fuse.  Radio is completely disconnected.  ????

  Thanks to the info for finding wiring diagrams for my Yr and model of bike I was able to trace the color code of the wire along the harness.
  The loom had been rubbing against the underside of the fastener head bolt for the radio.
