Looking to relocate the license plate on my 04 from above to below the tail lamp as in 05. Is the 05 plate bracket a direct swap? Do I need the signal lamp bar as well? I will need a new tail lamp lens for the plate light facing downward.

Fender is the same. So all the parts will swap. Link below is breakdown from the 2005.

Check out Kuryakyn 3162 for a chrome license plate bracket.
Kury 5405 is a light bar and a license plate bracket to accomplish it all at once. I think it's ugly. But it moves everything to where you're looking for and not everyone agrees with my idea of ugly.
If you go with the Harley parts and any other lower mount license plate bracket also go to the 2005 breakdown link above and get the pieces for the little light to illuminate the new license plate position. The light bar by itself doesn't do that.

HD sells a kit to do this (or they used to) but it was nearly $300. I considered it but after looking at it, decided not to because the bar would still be there unless you cut it off.
Looked at H-D online and didn’t see it but if you want I can get out one of my old parts books and send you the PN and a pic, maybe you could find it.
