Sounds like Harley got rid of the wrong dealers during the purge and kept all the incompetent ones. How does a dealership not initialize the security system and assign the fobs on a new bike during setup? It's part of the process Harley requires (and pays for btw) on all new bikes, just like installing the maxi fuse. This is ridiculous.
Stu, before you go buying anything I'd suggest you call the good folks at Harley Customer Disservice. They should be able to pull up the "secret code" from their records for your VIN. If the entire security system hasn't been initialized, you will have to have a dealer set it up with the computer. Harley should make arrangements for that to be done at no charge to you. But if you only need one of the fobs programmed, I was under the impression you could do that yourself as long as you have one working fob and the code.
Maybe those nice folks at customer disservice could advise you on that also.
