Why this new one is oil cooled and my other had radiators and water cooled.

Economics. It's cheaper to manufacture, less parts (radiators, fans, hoses, writing, sensors, pumps etc) and less parts to warranty. All while oil cooling is adequate enough at controlling temps with just a small cooler. Well that's their (HD) opinion, most riders would disagree. And as a added bonus they can sell you a fan assembly! Which most riders would suggest if you get stuck in traffic, parades or live in a hot climate. Oh, also... nice bike!

Most likely because all the Liquid Cooled bikes from Harley have Lower Fairings, which is a convenient place to locate the Radiators and such, and since yours doesn't have lowers they went with Oil Cooled.
