I just prefer them mounted higher not fully sure as my  legs are short so  don't allow them to be mounted real low. Swivel type mount really compensates for low legs..

I also have rather short legs and mount them near the bottom bend and close to the lower fairing.  Just have to be careful that your boot don't get hung up between the pegs and the rear brake pedal.

At 5' 6"  I found that I had to add the pull backs to my pegs to bring them in closer and on the lowers there is a small indentation halfway down on the lower's and that is where I attached mine to the bar.  I also moved my rear pegs to the highway bar and put my old pegs on the back.  They are all chrome on the backside and since I have never rode anyone they always remain in the upright position.

wow, the intensity over highway pegs. go figure anyway, i had traded my 2011 FLHX in on the 2012 flhxse3 and when i told them to switch my HIGHWAY PEGS, TA-DA it was a no go. So i asked my gumba at the parts desk about them and he grabed a couple of them from the shelf and away we went. found out which one worked for me and put them on. just a thought
