Assuming you're a Windows XP user here's another that is terribly terribly simple to use and wonderfully free of charge.  Though it does come from Satan.

Click on the following link and you'll be taken to a Microsoft web site for Windows PowerToys.  Specific download links are on the right side of the page.  Look for ImageResizer.  Click on it to download and install.

Once installed all you have to do to resize a photo is point at the file (don't even have to open it in any program) and right clice.  A new option will have been added to your right click menu with that option being "Image Resize."  It'll give you four different size options.  Best for the board here is 800x600.
