is a 2012 Road Glide CVO inner fairing the same part as a non CVO fairing? part numbers are different - but I'm guessing it's because the later models come painted???

yes, inner fairings are the same.  non-painted, they run $744.  painted, $1657 

but there are several outfits out there now selling off-brand inner fairings for substantially less.  some good quality, some not so much.
