FLH vs Sportster Shock Travel Lengths

I was comparing Ohlins Shocks on a chart and the Sportster ' s shocks have more travel than the FLH / FLHR shocks?  Can't you take the Sportster Shock with more travel and put a heavier FLH spring on it?  It seems reasonable to be unless the extra travel will allow the tire and fender clearance problems. See chart.

I looked up some of the shocks and it appears that the models with
Rebound adjustments were shorter than the non rebound models.
Strange?
