This is my local police area.

They have specific issues with large (5000+) impromptu (well, every other Wednesday at some locations and monthly at others - just long enough between for the cops to forget what happened last time...) gatherings of crotch rocketeers who show off to each other.

The Red card / Yellow card is taken from Soccer (and to a certain extent Rugby) where in order to have the suppoorters made aware of what is happening out on the field - we haven't quite caught up with mic's for the officials like you have - these cards would be flourished to indicate a warning or a sending off.

The "Driver's Ed." is something you have had for ever and it is slowly catching on in UK

I have "undertaken a session" and would actually pay to do a refresher every couple of years

They are run by ex-traffic cops who know how to "make progress" within the law and have loads of good tips and ideas to make riding safer (and faster).
