Title: Best way to adjust belt drive by yourself?

I installed a New S&S 139 tooth 1.5" wide rear belt. Manual says with rider sitting on bike adjust tension so using tool to get between 5/16" and 3/8".
  Online there's video shows doing it without rider. ?
