Extended Warranty including wheel/tire package

Purchased the 7 year extended warranty including the wheel/tire package from Jenni at Tri-County HD. Very nice discount compared to my local dealer who wouldn't even talk about a discount. Got at least 20% off the list. Also, some prior message strings talked about not being able to buy the wheel/tire package in Ohio. I talked with Jenni about it and she explained that she can sell the W/T package to people outside of Ohio, but not to Ohio residents. Wonder what that's about, the wheel and tire makers lobby? Any ideas? Thanks
