Harley calls it a normal condition, but then they also call .012" runout of the crankshaft normal. The truth is the noise is the result of the sloppy fit of various components in the Cruise Drive transmission. While it's not likely to cause a sudden failure, it does make a brand new bike sound like an old clapped out model, which is not something most folks want to hear.
When you change your fluids, use a real transmission lube in your trans instead of the motor oil Harley installed. Many have reported that switching to a real gear lube helped reduce the noise level AND improved shifting and finding neutral. I imagine you'll get responses from several who have had the same issue.
