Is the FXSTSB years 1995 thru 1997 Bad Boy regarded as a CVO item?

Although the "Bad Boy" wasn't a CVO model bike, it is definitely a special edition model.  IMO - it is an awesome bike, and I'd like to own one personally.  My bud had one that he was FORCED to sell when he moved to Cali...he regrets that every day.
