Step 1. I used the HDBoomBoxGTSToolbox to update to the latest North American Map and Dealer Map. The app listed a 2021 Dealer update which I checked and installed. The result was that I ended up with the same versions that I had before the update:
Map Database.     NA-MY2021-1
Dealer Database   DLR-MY2020-2

Step 2. I went to the harley-davidson.com software update page at: https://serviceinfo.harley-davidson.com/sip/content/document/view?id=1536386520494323998 and found this Dealer POI update, downloaded it and installed it:
GTS Dealer Locator POI Update - North America.    2021-1

The result was that I ended up with the same versions that I had before the update:
Map Database.     NA-MY2021-1
Dealer Database   DLR-MY2020-2

Are these Database versions the latest versions or is the update process broken?

The answer is by forking over $149.95 to naviextras.com I was able to upgrade both the Map Database and Dealer Database to:
Map Database.     NA-MY2022-1
Dealer Database   DLR-MY2021-1

It seems that Map Database NA-MY2022-1 is a prerequisite for the DLR-MY2021-1 Dealer Database update.

The HDBoomBoxGTSToolbox app user interface is less than awesome.

Yea when the GTS came out, they stop the 3 free maps on the CVO's
I did get the Dealer POI 2021-1 loaded, down load the file and unzip it and drag the files into a USB stick and download it into the nav
