110 breathers very small?

I had the A/C backing plate off and looked at the breather bolts that screw into the heads.  Harley has restricted the breather to a weenie .096" for each head.  The output side of the bolt is .147 or a little more than 1/8".  Wow, that .096" restriction is only about 3/32" or about the size of a pencil lead!  How in the world does Harley expect to releave all the internal pressure thru that?  Does anyone know why Harley made the breathers so small?
