Two piece Rear Brake Calipers on 2010 Softails and Dynas?

I was checking out the 2010 FatBoy Low and noticed that the rear caliper can be removed without removing the part that the axle passes through.  This is something I never understood from HD.  Why do you need to remove the rear wheel to get at the rear caliper.  The Dyna also had it.  I also noticed the brake pad has changed also, with the pins moving to either end of the caliper instead of being located towards the middle of the caliper.  The front caliper /pads looked the same as all after 2000 except for the brembos on the Touring bikes. 
Is this new for 2010?  I never really looked at the 2009 models.
