I tried all the glues, velcro, etc and nothing work, but I did find a permanent solution.  I marked the liner where the 4 bolts for the luggage rack line up, cut 4 small holes in the liner, and bolted it up using the luggage rack bolts.  That damn thing will NEVER come down again.
