Throttle Response

My wife has a 2006 FLSTFSE2.  I noticed when test riding it that when I let off the throttle it takes a moment or two for the RPM's to drop to an idle RPM.  This affects shifting given that if you are rapidly going through the gears, the higher RPM while changing gears makes for a rough and less than smooth shift.  Even knocking it into first after cracking the throttle sometimes results in a bit of a grind.
Thoughts.  My 2009 FLHRSE4 snaps right down as soon as I let off the throttle.  Thanks in advance and cheers,  Greg.
