FatBob Bobtail Fender Rack

Hi Guys
 Are all FatBob Lisence plate/tailight bracket made of pastic? I bought a rear fender rack for my son's bike. The instructions call to drill two 5/16" hole for two 1/4" bolts to mount to the plastic bracket. How strong is it? Will hold a loaded T-Bag across country? My FXR4 CVO has a metal lisence/tailight bracket that my rack mounts to. The mounting seems straight forward but I am unsure of the strength and having break on us in the middle of nowhere!
