Actually the first orange and black Screamin Eagle was the 2000 SERG. Then another SERG orange and black in 09.

How does one go about reading it to see which is liquid cooled and which isn't?

You can't.  That information isn't detailed in those reports.  Best you can do is infer what changes might be based on reported emissions differences.  So while the following tells us absolutely nothing specifically for those that are sure there is something unheard to be learned by tossed runes or pool boy ruminations consider the following:

If you look at the emissions outputs for the reports that cover the CVO Ultras from 2012 to 2013 the emissions outputs are unchanged.  Since the bikes stayed the same that's not surprising.  12 and 13 stayed the same.  2014, however, changes.  Quite a bit actually.  So while some of us may know for sure what has changed, what color it is and how many bubbles it blows the only thing I really know is something has changed.  Everyone can have fun trying to figure out what it is for another few days until the bikes are released...
