Wondering if this is real or some sort of mistake on the specification for tires.

2015 CVO Ultra Road Glide
Front Specification   BW 130/80B17 65H
Rear Specification    BW 180/65B16 81H

2011 CVO Ultra Road Glide
Front Tire               D408 130/70B18 63H
Rear Tire                D407 180/55B18 80H

Then you look at the 2015 RG Special
Front Specification   130/60B19 61H
Rear Specification    BW 180/65B16 81H

And the Special has a larger ground clearance which makes sense with the 19" on the front.
However, the seat height on the 2015 CVO is higher than the 2015 Special. Is that accounted for by the different suspension, seat or a combo?

The 19 inch versus 17 inch rim size doesn't make a significant difference in actual ride height, due to the different aspect ratios of the two tires involved.  The 130/60B19 tire has an O.D. of 25.39", while the 130/80B17 tire has an O.D. of 25.20".  The difference in axle height from the ground between the two would therefore only be 0.19 ÷ 2 = .095".  In other words, less than one tenth of an inch.

So where is the extra clearance coming from? Suspension?
And why all the different tire sizes?

The SERG Custom came with lowered rear shocks, just like the SESG.  The SERG Ultra, however, comes with the full size shocks just like the Electra Glide Ultra's or Limited's.  I'm assuming the RG Special for 2015 continues that pattern and has the lowered shocks.

As for the wheel sizes, your guess is as good as mine.  And I wouldn't hang my hat on any of the ground clearance specs on the website.  Accuracy on those spec pages is about as spotty as the quality of the bikes.

I did verify the wheel sizes on the one I rode on Demo Day. 17" up front and 16" on the rear. Threw me off when I saw that on the spec sheet and thought it was another Harley typo.

The road glide special does in fact have the CVO street glide / road glide premium low shocks. 

Tires on the the CVO RG Ultra are 16 rear 17 front.
