I just wanted to post a follow up on this issue. I took JCZ advice and looked at new bikes at the local dealer. They did not have the issue. So I took a step back and decided to service the jiffy stand and the first thing I found was the bolt that holds the lock tab was loose. This allowed an extra 1 or 2 degrees of unwanted movement.   As the steering would fall to the left it would pull the bike forward against the slack at the locking tab and steering would fall all the way left.      When I tightened the locking tab it could no longer pull forward and steering remained in whatever position I wanted it.   

I also ordered and installed the 10° locking tab found on eBay and now the Jiffy stand locks in a slightly forward position.     I am happy all the way around with the fix.
