Would it be a bit out of place for me to ask my employee to bring his own  tp to work?
He seems to be in the bathroom more with the coronavirus and the tp shortage going on.

To really drive the point home get some of that joke toilet paper made.  The stuff with the motto or image printed on it.  Yours could say:

"Yes I expect you to be here full workdays but you've got to crap somewhere else."

Try a dispenser I remember from many years ago.  It's an enclosed cabinet with a lock, and the TP advances about two squares at a time.  Then install the cheapest and roughest TP known to man.  And btw, that's exactly what the place I'm remembering actually did.  I swear the TP was single ply with tiny bits of wood fiber embedded in it.  No one in their right mind would ever want to use it, much less steal it.

On a serious note, if this is a highly valued employee, I don't think I'd tick him off over a little TP.  If it's some easily replaced guy you don't exactly compensate well, maybe he can't afford to pay the price demanded by the hoarders and profiteers.

When I was working & I had to discuss excessive bathroom breaks with an employee, usually they straightened up & quit gold bricking.  Except this one guy - a bookie - who was using break time time to make/place bets.

All of my years dealing with employees or other subordinates I only had to have that conversation one time. I actually got to use the words that it was, "trying to s*** or get off the pot.". I'm relatively certain I enjoyed the chat more than the guy did.

Yeah, they would look at the ground while I gave them The Choice - work or leave.  I fired the bookie guy.  He didn't seem to care.  Not related at all to his firing but a few months latter he was helping a friend move & he fell out of the back of a pickup while trying to hold on to a refrigerator. Croaked.  Turned out that wasn't a safe bet.

He is the same guy I caught screwing a secretary on the warehouse manager's desk after hours.  I was stopping by the office after my flight arrived after 5 to get some work to take home.  Front door was locked & their cars were out front.  Office was way in back & could hear them going at it from the front door.  Nobody got fired, I told them to take it somewhere else.  Not behind the dumpster & not in their car in the parking lot.

Secretary was a cute blond MILF except back then they weren't called that.  A few months later he was "compressored."

Back in the mid 60’s there was a tool & die shop in Dayton Ohio that the German owner had his wife hand out toilet paper. She made the decision on how much you needed as well as how long a bowel movement took.  If you exceeded her limit she went into the bathroom and told you to get your ass back to work.  They had a lot of turnover.

I'm wondering if those who lost their job taking too long, took too long worrying about taking too long and couldn't get er done in the allotted time from the time manager.
And how many of those that had the boss lady come into the bathroom to tell them they have taken too long still remember those days and now have PTSD.
Now their old lady slaps the bathroom door and says " What's going on in there? "

Easier solution would be to have the employee clock in and out when using the bathroom, government regulations may allow for breaks but I bet only so much then you can dock pay for excessive time.... :huepfenlol2:
I worked one place several years ago where some smokers took advantage of their breaks and would spend about 15 minutes every hour on a porch outside of building to get their fix. The nonsmokers were upset they didn't get that kind of break. Not much was done to stop the smokers though.

I .  Is he getting his work done?  One thing I  would say is that breaks are for that sort of thing. Excessive time away from work without a doctor's notice is unexceptable.  Is he bringing his phone with him? could be he is just wasting time.

In all seriousness I'd consider a few things with this employee in today's circumstances.

Is the perception that's he's in the bathroom now more than he used to be?  Or was he always a frequent flyer?

If he always took advantage or need and was there a lot should have already found out why and addressed or understood it at need then.  If it's a new behavior now then I'd (briefly) watch to see if there's anything else new going on.  Is he also making a quick trip to his vehicle shortly after the now more common bathroom stops?  If so I'd have to wonder if the guy's family really was out at home and he was trying to be subtle about sneaking a little at a time and getting it home.  If so then (if you have it) send a little home.  If that's not it and there's nothing new medical going on then just tell him to get back to more regular work.
