will a 18 in. wheel and a 200 mm tire fit on my 09 street glide, and will a 21 in. wheel fit on the front?

yes i believe you can
however on the front tire you may have to modify the fender just a little so that it tilts up so the tire wont rub

if you have antilkock brakes you cannot..

I believe the tire will rub on the back side of the fender near the top. I believe hd-dude has posted a picture somewhere on this forum. Probably in the tires/wheel section
