How to get new European map version

I live in Finland and the current navigator map cd has only southern part of Finland covered. Do you know how to get a new map software because H-D cannot supply? Software is made by Navteq and I heard that Navigator itself is done by Garmin even if it says Harman-Becker and Becker is known of navigator radios. Does anyone know what Garmin software or what car software would work because some updates are available from Navteq?
