Subject: Safety Recall Campaign 0135

Harley-Davidson Motor Company, Inc. has decided that a defect relating to motor vehicle safety may exist on certain 2008 model year FLHP, FLHPE, FLHR, FLHRC, FLHRSE4, FLHT, FLHTC, FLHTCU, FLHTCUSE3, FLHTP, FLHX, FLTR model motorcycles built May 6, 2007 through December 11, 2007. These 2008 model motorcycles may experience a cracking of the fuel filter shell leading to a loss of fuel pressure. This loss of fuel pressure can cause diminished performance and in some cases may cause an engine stall, or a no-start condition. This condition could lead to a crash which could cause injury or death to the rider.
We have voluntarily declared this a defect related to motor vehicle safety (Campaign 0135) to allow us to formally recall all affected motorcycles. The remedy is to remove the original fuel filter shell P/N 62229-08 and replace it with a new fuel filter shell P/N 62229-08A. A service bulletin outlining the repair and credit procedure will follow within two weeks. Based on the schedule our supplier has provided we expect to begin shipping 10,000 or more repair kits world-wide, in our first wave, on or before the week of August 4, 2008. Please reference the Service Bulletin for a detailed description of the defect.

In the interest of the safety of our mutual customers and as required by law, you may sell but NOT DELIVER any affected motorcycles to your customers until the remedy is completed. Please refer to h-dnet.com on the Service Page/Safety and Product Campaign/Open Safety Campaign Instructions and the Safety Campaign and Open VIN Lists in the Service Toolbox for an updated list of affected VINs for this recall. Select the appropriate campaign number link (0135) to view any outstanding vehicles involved.

In accordance with Federal regulations administered by NHTSA, Harley-Davidson Motor Company, Inc. will provide notice to all owners of record of affected products with direction to bring the vehicle in for the recall service.

Upper left fork, turn the whole front end to the right & look up on the frame. I took a picture of mine earlier & have to connect the camera to post the shot. Let me know if you need the pic & I will post in the morning.

I had already entered my vin here, but I went back to see if manufacture date was there . . . didn't find it tho.

Wow, going to the web link shows a recall and a product notice about my bike!

I need to ship my bike to Germany in 2 weeks, I wonder if they can fix both of these before I PCS.

Yeah, I got the SB for the 110 Heads on the Jester and the Fuel shell recall on the Street Glide...so both of my bikes have to go in. $:-\$

Mine is starting to go. Called my dealer and they haven't gotten parts yet. Hopefully I won't have a complete failure. Its starting to sputter a little though, keepin my fingers crossed.

How many miles do you have?

2500 miles. A way to check if yours is going, undo fuel cap and start bike, take a flashlight and look into tank. If you have alot of fuel, you'll see it swirling around inside tank, if you're low on fuel and can see pump assembly, you'll see fuel constantly misting. If you don't see either then you're fine. Another way is to just turn on ignition without starting bike. You'll hear fuel pump pressurize. Pressure should remain in the lines for a while if the housing isn't cracked. So wait a few seconds and turn ign. off and on again and again. If pump keeps turning on then you got a leak. This probably happened to mine about a 1000 miles ago, but has gotten a little worse recently. I thought it may have had something to do with the IED's, but it isn't. Its only stalled at idle once or twice, but it sputters sometimes if I'm at 2k for a little while and then roll on the throttle. I think if you have an 08 that was built before 12/07 then you've probably got one of the defective ones. Dealer told me I shouldn't get stranded by it and that he's had a bike come in for same thing that drove in on its own before the recall went out and they had to troubleshoot it to the fuel shell. Just gonna continue riding til they get the part.

You are a much more trusting soul than I am Pete. And that dealer is a moron for telling you that, btw. He could be opening himself up for some serious liability issues. There have been documented failures that shut the bike down completely, and that is why this thing is a safety recall and not just another "Upgrade Program". From H-D's recall notice: "This loss of fuel pressure can cause diminished performance and in some cases may cause an engine stall, or a no-start condition. This condition could lead to a crash which could cause injury or death to the rider."

If you are seeing symptoms of this problem, I wouldn't take it too lightly. If your dealer can't get parts, ask him to remove one from one of his unsold bikes in inventory to keep a good customer on the road.

How would I know if it's starting to go? I did have the "misting" in the tank...have 10K, wonder how long I've been riding with it like that.

Received my "Recall" notice today for the fuel shell.
I will probably wait and take it in to have the recall & upgrade (gaskets and whatever else goes with it) all done at the same time in a few weeks.

Mine is in the dealer for that right now. Told me as soon as the part was available it would be up and running. Hopefully within the week. Also have metal shavings in the clutch basket and the tranny oil smells like ass. Just had the 10k sevice done. I have 11k on it and the gasket seems to be the only thing I am not having trouble with. Till now no probs, love my duracell.

got my notice today too. Dealer has me plugged in this weekend weekends schedule. They said they were getting limited supplies over a three month period. Dealer also said this will fix my inaccurate gas gauge too.

I've sat on the side of thte road with two different friends whose shells let go completely. One gave no warning. One sputtered and back fired a little bit for about 100 miles and then whent completly caput in about 2 miles. Neither bike was driveable although we could nurse one of them about 1/4 mile to an exit ramp.

If you've got any symptoms, whether it be the sputtering, backfiring, or fuel mist/spray in the tank I'd get it fixed ASAP and not chance riding to far from home!

Got my notice yesterday but didn't see it until now. On the way back this afternoon, the bike didn't feel the same (this is before I saw the letter), it felt a bit sputtery and I even thought it sounded different and was thinking to get home and start a thread to see if anyone ever had the pipes change sound after a few thousand miles (RH - TD).

GRC, I know I'm a lil too trusting and shouldn't be riding it, but I kinda figured out when its gonna sputter or stall and blip the throttle a little to get the pressure up and haven't had any problems. Dealer also told me don't believe what you hear on the forums in regards to the head gaskets when I told him I thought mine was leaking. So just tryin to cover my az for a tow I guess if it does $hit the bed. And I know everyone will say don't ride it til its fixed, but I'm a Pole on vacation and I've ridden much more unreliable unstreet worthy scooters before, so hopefully this won't stop me. I will get it fixed as soon as they can, but until then I'm gonna ride. It may not be smart, but neither am I.

Remove console, remove fuel neck thingy inside tank, then fuel pump assembly. Supposed to be 1/2 hour job. Guessin its not a big deal to change out

Had mine replaced Friday...not sure if its me or not..but bike seems to idle differently after the fix. When you mentioned one of the "checks" when you turn your ignition on and then off a few times to see if fuel pump activates (and that it shouldn't after the first time)...are we talking the "run" switch also or just the ignition switch on the tank. Just wanna make sure mine was installed correctly. Thanks. Dean

my fuel shell was replaced Saturday as planned. service tech pointed out the cracks happening along each locking tab. Mine was on the way to failure, and only 6000 miles. The only thing i can see is poor quality material, which seems to be plastic.. I asked the service guy if they got those parts in Taiwan.. heeee heeee.. i got no response..

I had my CUSE3 in on Saturday for 5K service and the fuel shell recall. My manufacture date was near the end of the recall in Dec 07. The tech at the shop confirmed the procedures above and said that they were checking serial numbers in a certain sequence to see which ones need replacing. Mine did not need to be changed. The small shop where I go, had gotten 8 units in last week and had replaced 4 as of Saturday.

They did fix my sticking throttle. I had gotten used to it stay where ever I put it, almost like cruise control. They had no info on the product improvement for the heads.

I changed mine last Friday and I did notice that for couple of days. It's gating better now (a bit rough idle still).

I used the run switch on the handlebar and without starting bike I turned switch on, off for about a second, then back on, repeat. Every time it pressurized the fuel system.

Every time I turn my run switch on it pressurizes as well...I had thought that IF all was OK it would only pressurize once, because the line was full...and if it was cracked or not replaced correctly that it would pressurize every time...I am confused. Dean

1.See Figure 1. Remove dash housing/center console. See FUEL TANK TOP PLATE in the Touring Models Service
Manual.
2.Inspect decal with part number and date code on fuel tank top plate.
●If part number (1) is 75069-08A or 75076-08A, then install dash housing/center console. No replacement is required.
●If part number (1) is 75069-08 or 75076-08 with a date code (2) of 267 7 (267th day of 2007) or later, then install dash housing/center console. No replacement is required.
●If the part number is 75069-08 or 75076-08 and has a date code earlier than 267 7, continue disassembly
to replace the fuel filter shell using the new filter shell and o-ring provided in the kit.

Had mine replaced today at the dealership while I waited around for a couple of hours, all is well with the world again.

Got to ride around on a Segway in the parking lot while I was waiting, lots of fun. Took all of 1 minute to learn how to drive it.
If I had an extra $6,000 lying around I might of bought one.
They had street models and off road models and even some with big turf tires and gold bags mounted to them for the golfers.
They can go about 25 miles before they need a charge and hit a blazing top speed of 13 mph.

Those things are a kick. One of our vendors spoted a gourp of us from work on the Las Vegas Raceway for 6 free laps on the course. They had the Segways there for our group to play with. A little akward at first but yea,, they are cool...

Just had mine replaced. For all those who are going to, have your tech check for ecm upgrades. Mine was an 07/07 build and there have since been two upgrades that he installed on my ecm. I now can turn on and off the EITMS system that was only available to be turned on by a DT prior. Plus throttle response seem to better now.

There is some confusion about the EITMS upgrade. Some are saying after the upgrade you can not turn on/off the EITMS via throttle roll back. Did you find that you can or cant do thiis?

Yes you can. I tried when I read about it beforehand and it would not activate anything when rolling throttle forward. After he installed updates, I tried at home and had the cruise light come on 2x, then let it idle til it got hot enough to come on(off). Did the same to shut the thing off and let it run for a little longer and rear never turned off.

Had mine replaced today at Cox's in Asheboro, NC. I was going home from the mountains and stopped in the store. Was talking to the SM and he said that he could do it now. It took 45 mins and I was on the road again. I have not noticed any difference.

Had mine replaced during my cyl head campain and what a difference. Much better head pressure at lower speeds and motor is much more responsive.BTW my shell was cracked and was allowing head pressure to bleed off. I had 16,500 miles.
