I used these aftermarket Sportster bags that are oem replicas. They were from California Bike Club or something like that. I made new shock bolts with a piloted spacer to mount the front of the bags. I then modified the fender strut to have a tapped hole where I needed it at the back of the bags. I reinforced the strut because they are only cast aluminum. I also drilled through the rear fender at this location for further stability. In otherwise the tapped piece of stock is sandwiched between the fender and the fender strut.

If the other bikes with bags and tour paks weren't here and the FXR was the only ride I know I'd have saddlebags on it. Have even looked at the parts to do it; just out of curiosity. I like the look of the bike so much better without though that I can't see it happening to mine. Having said that a million years ago when I had an FXRT for a couple years that bike with the bags and fairing together I thought was way slick.
