Maybe a dumb question, but was the key fob close by?

Another stupid question, was the bike in neutral? I believe the neutral safety switch is going bad on my bike. Sometimes when I try to start it in gear and the clutch pulled in I get nothing, click it into neutral and then it starts.

Can you use a test light on the small wire on the starter to see if it lights up?
Confirm the battery is charged,  cables are clean,  loosen and re tighten them to confirm a good connection.
Also check the ground cable to frame connections.

the bike looks like it will start but does not. even including moving the key fobs away and using the pin to try to start still nothing   HELP  it looks like some kind of safety switch is stoping the bike from starting . just shut it off and didn't start a week later and this happened.

no brand new ion battery

Have you tested it?  Not saying it's dead or bad.  But if it were it would not be the first dead new battery many of us have ever seen.

the 1 wire on the starter does not have power when the starter switch is activated.

the 1 wire on the starter does not have power when the starter switch is activated.

Which "1" wire? The big cable on the battery post on the starter?  If so it's a dead battery and that one should be hot all the time.  Or the smaller green wire that plugs in?  If so that's the wire that's triggered when you push start button.  Should only be hot when you push the start button.  If it's not hot then check your starter relay or handlebar switch.

Might have either a loose ground wire. Or it could be corroded

There is no fuse box for the starter

There is no fuse box for the starter

Not a separate starter fuse panel. The bike has no such panel.  In the main fuse panel.

Do this to confirm battery and starter are ok.
Put bike in neutral,  cycle on off on to listen for fuel pump operation.
If you can hear the pump cycle, confirm bikes in neutral and use a jump wire from main battery cable at starter to the igniter wire ( small wire on solenoid) crank over the engine and see if it starts.
Did you check for codes?

Check battery in remote?
Does your fuel pump prime? If your starter isn’t spinning,it should be fairly easy to diagnose.

it has fuse panel but all fuses are good

Check the relay too.  It's in the panel but it's not a fuse.
