Following an enquiry I made to Dynojet UK Technical Support re a version of the PCIII which would support the HDI model with "flapper valves", I've received this reply:

"Thanks for you enquiry, the 812-411 power commanders are due in with our next shipment, this will probably be towards the end of this month. I will keep your email on record and contact you when the power commanders are in stock".

Hello Softail_Al,

Did you wish stay with the flapper valves Intake and exhaust ?
Why need you PCIII ? Did you change the exhaust or A/C ?

I haven't taken delivery of the serk yet, but I've got V&H slip-on ovals & a Screamin' Eagle A/C waiting.

If you put the SE A/C, the flap in the A/C will be dismounted and it'll be an error code.
Is your request to Dynojet for to know if they manage that ?
(Same for the exhaust).

Well aware of the error code situation, that's why I mentioned specifically the flappers in my email to Dynojet.
Once I hear from them I will be asking how they get round the "problem".

It's been a while, but here is the latest from Dynojet UK on the PCIII/Flapper issue.

Hi Alan,
 
These are the last 2007 Harley Power Commanders we are waiting for, there is a delivery due in this week with hopefully some 812-411's, I wanted to wait until I actually saw them before contacting you.
I believe the Touring models come with active exhaust and airbox flaps, if you are changing the exhaust and airbox we have the exhaust valve eliminators in stock, and should have airbox flap eliminators within the month.
 
I will let you know has soon has the delivery lands.

The power commanders have just arrived in stock this afternoon !! you will now be able to place an order with one of our dealers. For a list of approved power commander dealers please visit http://www.dynojet.co.uk/tuningcentres.php?type=2
 
Concerning the maps, all maps can be downloaded at http://www.powercommander.com/812-511.aspx , the choice is limited due to the late release of power commander, however you will notice the M812-025 is for the 110 Cu-inch motor and should be quite close to your specification, more maps will be added soon.
Alternatively you could visit one of our approved tuning centres for a bespoke custom map. Please visit http://www.dynojet.co.uk/tuningcentres.php?type=1 for a list of approved tuning centres.

As stated in the link later on the thread the PC for the07 Efi Touring bikes is the 812-511.

Nick McMahon at JH has already downloaded the M812-025 map so we should be ready to go ONCE OUR BIKES ARRIVE

Hey Nige, I have a custom map that my friend Dyno'd another friends SERK with. He used V&H TD's and V&H Ovals only, with the PC. It's close enough to get to 500-1000 mi. After that, I'll have it Dyno'd and dialed in specifically for my motor. I understand that Dynojet has a map for some 110" mods now, but haven't checked myself. My bike runs good with that map. Hopefully, it'l get even better! ;) Hoist! 8)

Sounds good Howie - Dynojet do have a 110" specific map now so I guess that is the one I'll run with. I'm assuming that if I only do the V & H slip on Ovals and leave the headers the same that it will be OK. Doherty PP + PV will be going in as well of course.

I'm sure that's fine to start. But I wouldn't leave just a base map in. After break-in, I'd have it Dyno-tuned and dialed-in! ;) Hoist! 8)
