2013 CVO's did not come with a Gold Key.  It was a Museum membership and a challenge coin of you bike model.

Better then you get with an 18 or 19 CVO which is nothing.

Unless they have changed it you get a list in the owners manual of what comes with the bike. I got the Gold Key with my 15.

There is a list in the owners manual each year.  13 and 14 no gold key.  15 got a gold key, not sure on 16.  17 on no gold key.
