mufflers core CVO 2017

Hi. This is the core from my cvo2017 mufflers.
Strange. It seems to be very different from us bikes. I live in Brazil.
Remove this to try to remove quiet bullet inside, as I saw in some videos. But there is no quiet baffle in ther like some videos and pics show.
This mufflers is so quiet.
What would you do? drilling some holes in this core would be better?
