clutch slipping????

on 08 SEUC was motoring down highway on cruise at 70, sudddenly rpm went up to 4000 cruise went off, attempted to increase thottle rpm only increased speed dropped.   went about 3 miles and every thing was back to normal, twisted thottle, rpm went up and speed went up
in low speed would not show any slippage.   Is spring getting weak????

pulled primary off bands show no burning, mechanic sayed bands are all well within tolerances. 
slippage is not consistent.  any ideas??????????????

This seems to be a chronic problem with the 08 SEUC. 

HD may need to issue a recall... doubtful
