They have one listed but I don't see the reason to buy it for everything that comes with it. You don't need the turn signal kit, (which looks like crap to me anyway).

Saw someone over on HDForums documented an install on an Ultra with photos.  Thought he said it was available with and without the bag led's. Dont think it comes with a CB quick connect.

Here are a couple of posts from HDForums with pics.  You may not be able to see photos unless a member with a few posts but can see the comments.  The second link is probably not the kit in question but may be helpful.

X2 - don't like the turn signals at all! They need signals like on the RG to fill in the space between the bags and fender.

I didn't need the kit. Only 4 bolts are used for the tourpack. I love the clean look the filler strips will arrive soon. I did some changes to the wires. After rewiring the saddlebag wires are located behind the saddlebags

Looks great !!

Did you have to de-pin all those connectors to run the new wire loom?

At the very least, I wanted to pull the saddlebag wires from the main loom and run them under the chrome along the side of the fenders so they are permanent after pulling the tourpack!

Any tips>?

I didn't have to de-pin the wires when opening the loom you can separate the wires and every connector gets a new braided sleeve. The wires for the saddlebags are permanent under the chrome and the other wires are under the seat.

Those are some clean looking wires there!
Call me stupid but I don't see how you can get the wire sleeve and/or heat shrink tubing over those wire connectors without pulling the pins.
